Texas State Plan for the Education of Gifted/Talented Students

The Texas Education Agency has proposed minor revisions to the Texas State Plan for the Education of Gifted/Talented Students. These changes will be presented to the State Board of Education on July 16-17. Given that the changes are not significant, I do not expect much controversy on this matter.
The thing I like best about this updated version is that on each page of the State Plan, the footer reads, "The board of trustees of a school dsitrict or the governing body of an open-enrollment charter school has the promary responsibility for ensuring that the district or school complies with all applicable requirements of state educational programs (TEC §7.028)"
This is a welcome addition and a useful reminder for advocates of gifted education; these educational leaders need to be made aware of and/or reminded of their responsibilies in this area.

I just realized, that as part of our GT Advisory Committee recommendations here, at least those related to Section 5 (the part on which I worked specifically - parents, community, etc.) - that our Board of Trustees members, by simple reason of their positions/roles in the community in general, are perfect touchpoints for better local penetration.
At the same time, what a constructive way to communicate our thoughts and proposals regarding gifted programs and services - there are just about enough of us here on our PAGE Board for each of us to help communicate personally, and individually, with each of our Board of Trustees members - each of us in a position to be sure everyone is up-to-date, well-informed regarding new ideas and challanges we can moderate together ... hmmm ...

That is the type of thinking we want to encourage. Those communities/districts that have existing parent groups may have an advantage in making an organized effort to communincate directly with school board members with a similar message; however by making this inofmration readily available, I hope it can spur others to get orgainzed or at least let board members know that gifted education does have a constituency.

The State Board of Education (SBOE) postponed approving the revised State Plan for the Education of Gifted/Talented Students last week. They'll reconsider them at the meeting in September. The delay was requested for additional time to review the changes; there does not seem to be organized opposition to the changes themselves.
TAGT did testify at the meeting on behalf of the proposed revisions, and will communicate with SBOE members to let them know of our support for the updated State Plan.

I've done a comparison of the 2000 State Plan version and the Sept 2009 draft (10/08/09) that Kelly sent me. I'd be happy to share it by email after it's rolled out at the conference.
