Updated State Plan for the Gifted
The Texas Education Agency has proposed minor revisions to the Texas State Plan for the Education of Gifted/Talented Students. These changes will be presented to the State Board of Education on July 16-17. Given that the changes are not significant, I do not expect much controversy on this matter.
The thing I like best about this updated version is that on each page of the State Plan, the footer reads, "The board of trustees of a school district or the governing body of an open-enrollment charter school has the primary responsibility for ensuring that the district or school complies with all applicable requirements of state educational programs (TEC §7.028)"
This is a welcome addition and a useful reminder for advocates of gifted education; these educational leaders need to be made aware of and/or reminded of their responsibilities in this area.

Comparison with the old plan
I've done a comparison of the 2000 State Plan version and the Sept 2009 draft (10/08/09) that Kelly sent me. I'd be happy to share it after it's rolled out at the conference.

Updated State Plan
Thanks for the query, Jan. This rewrite was done through the Commissioner's Advisory Council, spearheaded by Kelly. There were a dozen or so involved through that avenue; I think Krys Goree was very actively involved, as I believe she was the chair of the Council at the time.
